Win 98 was discontinued 16 yrs ago ( today is 2016 ). So of course it's not safe, if you mean safe from hackers, virus', etc. Why? You can't even get an anti virus program to run on it so you have no way to protect it.
Old Browser
In OS Windows 98, you can find the Internet Explorer 5. Its very few little modern features and content that can run on IE5.
No Driver
If you use a 98 win, and you install it on a new machine, you would have trouble finding drivers and the worst is no drive for your device that can run on win98.
Slightly Content
You will not be able to enjoy HD quality content on win98. for example, such as 4K cinema, Dolby Atmos, Virtual Reality, etc.
